Peter is a Visiting Scholar in the Department of Economics and an Adjunct Professor with the Australian and New Zealand School of Government. Peter obtained his PhD from London University and taught at Macquarie University for 30 years, where he held a Personal Chair in Economics from 2001 to 2005. Peter was Secretary of the Economic Society of Australia from 1993 to 2006 and was made an Honorary Fellow of the Economic Society of Australia in 2006.

Peter's research interests are in public sector economics and public policy. He has published widely in public finance, welfare economics, environmental, health, transport and housing economics. In 2008, McGraw-Hill published his 700 page public finance text with the title "Public Economics: Principles and Practice". Recent journal articles include 'The Value of Life and Health for Public Policy', Economic Record (2003', Explaining House Prices in Australia: 1970 to 2003' (co-authored) in the Economic Record (2005), 'The Real Story of Housing Prices in Australia from 1970 to 2003' (co-authored) Australian Economic Review (2005), 'Price and Efficiency Effects of Taxes and Subsidies for Australian Housing' in Economic Papers in 2007, and 'Affordable Housing: Concepts and Policies' in Economics Papers, 2009. He is currently researching the economics of the taxi industry.

Peter also works as a part-time Principal Economic Advisor to the NSW Treasury and runs regular executive courses on cost-benefit analysis for government agencies and economic consultants.
